Job Responsibilities

• Manage the day-to-day operations of the workshop to ensure efficient delivery of planned and unplanned maintenance, repairs, and inspections for Plymouth City Council’s fleet.

• Ensure all work complies with VOSA regulations and the Council’s Operating Licence requirements.

• Plan and oversee all maintenance, testing, and inspections, ensuring tasks are completed on time and in line with legislation.

• Lead and manage a team of approximately 14 staff, including allocation of resources, performance management, training, and development.

• Oversee the MOT station, ensuring safe operation and compliance with VOSA requirements.

• Manage the service budget of £750k, ensuring cost-effective delivery of maintenance, repairs, and inspections.

• Develop and implement policies, procedures, and safe working practices to maintain a safe and efficient workshop environment.

• Ensure full compliance with health and safety standards, including risk assessments and workplace checks.

• Deliver a customer-focused service, ensuring work is completed to agreed standards and within set timescales.

• Provide a commercial service through MOT testing, servicing, and repairs for external customers and the public.

• Develop business plans, including marketing and communication, to generate income and improve commercial performance.

• Monitor performance and productivity through IT systems, charging, and reporting; implement improvements as required.

• Manage stock control to meet service needs.

• Handle customer complaints promptly and within corporate timescales.

• Maintain accurate documentation, records, and inspection reports to a high standard.

• Ensure all operational activities comply with legislation, equal opportunities, and corporate policies.

• Carry out other duties appropriate to the role.

Person Specification
Must-Have Requirements

• GCSEs Grade A*–C (9–4) in Maths and English, or equivalent.

• Vehicle technician qualification or equivalent experience in managing a vehicle workshop.

• Full UK driving licence.

• IOSH qualification or equivalent in health and safety.

• Strong understanding of Road Transport Law.

• Significant experience managing MOT testing delivery.

• Significant experience managing inspections and testing required under an Operating Licence (VOSA).

• Experience managing a commercial workshop service.

• Proven customer service excellence.

• Experience leading and managing teams, including resource allocation.

• Strong ICT skills (including Word and Excel).

• Experience planning service delivery within resource and budget constraints.

• Experience in performance and change management.

• Experience training and developing staff, including in-house training delivery.

• Extensive experience of budget management and income generation.

Nice-to-Have Requirements

• Experience using Tranman or similar fleet/workshop management systems.

• Knowledge of compliance vehicle maintenance and legislation.

• Transport manager qualification or relevant driving experience.
